Registration Criteria for MPCA within the Emergency Appeal Project 

The Emergency Appeal 2025 project aims to assist the most vulnerable people affected by hostilities in areas near the front line that are not covered, or are only partially covered, by other organizations. To achieve this challenging goal, the team has clearly defined both the criteria under which aid will be provided and the territorial communities that will be covered by the project. 

Firstly, no more than 30 days must pass from the occurrence of the emergency to the moment of registration for assistance. 

Secondly, we have defined criteria for four vulnerability groups that will be eligible for aid. Let's take a closer look at these groups. 

Group 1: People Whose Housing Has Become Uninhabitable Due to Hostile Shelling

This group includes individuals whose homes have become uninhabitable and pose a threat to life and well-being due to enemy shelling. Regardless of whether the family moves to a new location or remains in the damaged housing despite it being unfit for living, they fall under this category. 

Required Documents for Registration

(Please provide as many of the listed documents as possible, as this will facilitate the verification process for assistance distribution): 

• Police report
• Building inspection report
• Official document confirming the damage
• Certificate from the local authority

Additionally:

• Photos of the damage 

What to Do in Case of Housing Damage:

1. Within 24 hours, contact the police to file a report confirming that the housing was damaged as a result of shelling. The police report must include the addresses of all affected homes or apartments and a general description of the damage. For private houses, the street name, house numbers, and an overall description of the damage should be included. 
2. The owner of the damaged property should contact the city or village council, or the military-civil administration, to obtain a damage assessment report from the local authorities. A commission should visit the site and record the destruction. 
3. We also recommend taking photos and videos of the damage, as this may help facilitate future compensation claims. 

Group 2: People Who Have Been Injured or Killed Due to Shelling

This group includes individuals who have suffered injuries or died as a result of shelling, especially if the temporary disability or death affected the family's income. 

Required Documents for Registration 

(Please provide as many of the listed documents as possible, as this will facilitate the verification process for assistance distribution): 

• Certificate from the local authority 
• Medical certificate of injury-related sick leave 
• Hospital documents confirming hospitalization or treatment 
• Death certificate 

What to Do If You or Your Relatives Are Injured as a Result of Hostile Shelling: 

1. The medical facility that receives the injured person must record the sustained injuries in an official certificate, including the time and place the injuries occurred. 
2. An investigative team (SOG – investigative and operational group) arrives at the hospital, interviews the victim, and drafts a report detailing the injuries, where and how they were sustained. 
3. After receiving treatment and discharge, the individual must go to the investigator with all relevant documents and the hospital certificate to be assigned the legal status of "victim" and receive an official resolution. 

The Third and Fourth Groups 

These include people who were forced to leave their homes due to an official evacuation order in their community, triggered by threats from the enemy (with displacement status received within the last 30 days). 

Required Documents for Registration 

(Please provide as many documents from the list as possible, as this facilitates the verification and assistance process): 

• Registration records from official evacuation/transit centers, gathering points, or collective shelters
• Lists or documentation provided by humanitarian organizations, NGOs, or volunteers conducting evacuations 
• Internally Displaced Person (IDP) certificate issued within the past 30 days (with registration in an area of mandatory or voluntary evacuation) 
• Transport receipts or tickets 
• Other registration documents issued by local authorities 
• Documents proving place of permanent residence (residence listed in Ukrainian passport, address listed in the paper supplement to an ID card, certificate of actual residence, IDP certificate, rental agreement) 

The assistance amounts to UAH 10,800 per person (UAH 3,600 per month for 3 months). No more than 4 individuals per household can be registered for assistance. In Addition to the Above Vulnerability Documents, Every Individual MUST Provide the Following to Be Eligible for Aid: 

• Passport, ID card (with residence registration) or temporary residence permit 
• Bank account details or any document confirming the IBAN (27-digit code) 
• Tax identification number (TIN) of the applicant and all adult household members (age 18+) 
• For internally displaced persons — a valid IDP certificate 

Note: Digital documents in the Diia app are also accepted.
