The Emergency Appeal (EA) Project is implemented with the support of Caritas Internationals and focuses on supporting the most vulnerable citizens suffering from the consequences of the hostilities.

Shelters

The Project supports the work of 5 shelters in the Lviv Archdiocese, 1 in the Diocese of Kyiv-Zhytomyr and 1 in the Diocese of Kamianets-Podilskyi, providing short- and long-term accommodation and hot meals for temporarily displaced persons and those who have been left homeless due to the war. The project also helps shelters to carry out routine repairs, refurbish and upgrade premises and furniture. Between 1 April and 31 December 2023, 451 unique beneficiaries received assistance, which in turn amounted to 76,241 person-nights.

* Since October 2023, shelters in Sokilnyky and Uman have been out of the project.

Social kitchens

With the partial or full support of the Emergency Appeal Project, 7 social kitchens of the Religious Mission continue to operate in Lviv, Zhytomyr, Berehove, Mukachevo, Solotvyno (Kobyletska Polyana, Sorochyy Brid), Vynohradiv and Tyachiv. These are 890 unique beneficiaries, most of whom need systematic and long-term assistance in the form of hot meals. As of 31 December, the project has provided 78,980 hot meals.

Psychological support

The Project provided consultations to 194 beneficiaries.

Children's spaces

948 children have benefited from this type of assistance, which is provided in the Dioceses of Kamianets-Podilskyi, Lutsk, Kyiv-Zhytomyr and the Archdiocese of Lviv.

Events for children

In 2023, in addition to supporting the activities of children's spaces, local centres also organised a series of special events for children. These events were dedicated to the International Children's Day, environmental issues and such significant holidays for every child as St Nicholas Day and Christmas. In total, Caritas-Spes Ukraine teams organised 29 events, which were attended by 1601 beneficiary children.

Medical vouchers

The aim of the Programme is to help those who are most in need of healthcare during the war. Beneficiaries were selected through an online survey in June and July. Those beneficiaries who found it difficult to register online were assisted in registering directly with local Caritas-Spes Ukraine offices. In total, 25 centres in 7 dioceses of Ukraine took part in the Project.

To ensure the maximum level of accessibility, Liki24, a Ukrainian platform for searching and delivering medicines, was selected as a partner of the Programme, which provides a wide range of medicines and medical devices. This partnership also made it possible to fully ensure the delivery of goods purchased with medical vouchers to all corners of the unoccupied territory of Ukraine thanks to the partner's cooperation with such postal operators as Ukrposhta and Nova Poshta. Under the terms of the Programme, this delivery was completely free of charge for the beneficiaries.

Assistance in the form of medical vouchers was provided to 6,650 beneficiaries. Vouchers with a face value of UAH 1,450 were issued to purchase medicines and medical supplies throughout the non-occupied territory of Ukraine.

Educational kits for children

The School Bag and Early Development Kits programmes of the Project were implemented by the Caritas-Spes Ukraine team in 7 dioceses of Ukraine in August 2023. The goal is to help IDP families and families living near the contact line prepare their children for the new school year. The School Bag kits are designed for children aged 7 to 12 years, and the Early Development kits are for children under 7 years. A total of 1,700 School Kits and 750 Early Development Kits were delivered under the two programmes.

Winterisation

The winterisation Programmes began with the provision of 200 stoves to the most vulnerable families whose homes were destroyed or damaged because of the hostilities. The assistance was provided to residents of Dnipro, Kharkiv, Kherson, Cherkasy and Chernihiv regions.  

The Warm Bed Kits Programme continued this line of assistance: 850 beneficiaries were able to use this aid, which consisted of a blanket, pillow and bed linen set.

Food and hygiene products

To provide critical support to the most vulnerable citizens, who are particularly affected by the war, and to ensure their resilience during the cold season, the In-kind Food and Hygiene Assistance and Vouchers for Food and Hygiene Products Programmes are being implemented. 

The In-kind Food and Hygiene Assistance Programme involves 5,105 beneficiaries and their families, who received 1 hygiene kit and 2 food parcels between November and December. In total, the families selected for the Pprogramme received 5,097 hygiene kits and 9,830 food parcels during this period. The final stage of the Programme will be implemented in January and February 2024.

In December 2023, the distribution of assistance under the Vouchers for Food and Hygiene Products Programme was launched. The Programme will run through the winter of 2023-2024 and will cover 17,610 beneficiaries.

The Project's resources are limited, so all programmes are aimed exclusively at those who suffer the most.
