Who Can Receive Assistance Under the Project Supported by Irish Aid and Trócaire

As part of the project “Continuation of Humanitarian Response in Ukraine in 2026–2027 and Strengthening the Institutional Capacity of Caritas-Spes Ukraine and Its Partner Network”, registration is opening for cash assistance in the amount of UAH 10,800. One of the main goals of the project is to help people in the greatest need who have been affected by hostilities in areas close to the line of contact that are not covered, or are only partially covered, by other organizations. To achieve this goal, we have set out clear criteria for providing assistance. 

Geographic coverage: settlements located within 0 to 50 km of the front line and in regions bordering the Russian Federation. 

To ensure that assistance reaches those who need it most, eligibility criteria apply.

Humanitarian organizations coordinate their efforts so that families and individuals do not receive assistance more than once or from different partners. Every application for cash assistance is checked through the deduplication system (Building Blocks) to prevent duplicate funding from multiple sources. 

Assistance will be provided in three cases: 

1. In case of serious injury as a result of hostilities 

PLEASE NOTE!  

• You must seek medical help (open a sick leave) or obtain a medical consultation report on the injuries received within 1 day of being injured! 
• No more than 45 days may pass between the injury and registration for assistance! 
• Assistance is provided only to the injured person! 

Supporting documents required for registration: 

• An extract from the police report on the triggering event or an extract from the Unified Register of Pre-Trial Investigations 
• A certificate of incapacity for work (sick leave) confirming treatment for at least 5 days 
• An extract from the outpatient medical record certified by a doctor, containing either a consultation report, or a certificate recording bodily injuries, or a discharge summary 

2. If a family member was killed as a result of hostilities 

PLEASE NOTE! 

• No more than 30 days may pass between the injury and registration! 
• Assistance is provided to only one family member! 

Supporting documents required for registration: 

• death certificate 
• certificate of cause of death 
• extract from the police report on the triggering event 

3. If you were forced to evacuate from your home 

Supporting documents required for registration: 

• Registration records at official evacuation/transit centers, assembly points or collective centers 
• Lists/documentation provided by humanitarian organizations, civil society organizations and volunteers carrying out the evacuation 
• Transport receipt or ticket 
• IDP certificate issued no more than 45 days ago (with registered residence in areas of mandatory or voluntary evacuation) 
• Other registration documents issued by local authorities 
• Documents confirming permanent place of residence (place of residence stated in the Ukrainian passport, place of residence stated in the paper supplement to the ID card, certificate of actual place of residence, IDP certificate, housing lease agreement) 

You must also bring the following for registration: 

• passport, 
• taxpayer registration number (individual tax number), 
• bank details (account in IBAN format)
