Retraining, Upskilling, and Access to the Labor Market - TVET

The project is implemented by Caritas-Spes Ukraine with financial support from the Swiss Agency for Development and Cooperation, If! Foundation, Caritas Switzerland and with technical support from SPARK, Caritas Austria, Cordaid, and Trócaire.

Who can apply:

  • Internally displaced persons (IDPs);
  • Returnees (repatriates);
  • Members of host communities.

Priority groups:

  • Women;
  • Persons with disabilities or members of households including persons with disabilities;
  • Youth without work experience (aged 18–25);
  • Individuals aged 50 and above;
  • Ethnic minorities;
  • Veterans.

Professions and sectors:

  • Garment manufacturing: seamstress, tailor, pattern maker, garment production technologist, fashion designer;
  • Beekeeping: beekeeper, honey production technologist, quality and certification specialist;
  • Bakery production: baker, pastry chef, bakery production technologist, equipment operator;
  • Related occupations within these sectors.

What we offer:

PATH 1: Individual courses

  • Short-term specialized courses;
  • Training at private or public/municipal educational institutions;
  • Freedom to choose the training provider and course;
  • Consultation with a career advisor;
  • Required co-financing: at least 25% of the course cost;
  • Grant of up to UAH 15,785 for the selected course (covering up to 75% of the course cost).

PATH 2: Group courses through vocational education and training institutions

  • Long-term programs leading to a diploma (2–6 months);
  • Short-term group courses with a certificate (2 weeks to 1 month);
  • Training at accredited public/municipal institutions selected by the project team;
  • Consultation with a career advisor;
  • Full funding with no co-financing required from the participant.

Additional support:

  • Individual career consultations;
  • Ongoing support throughout the training;
  • Employment support.

Participation process:

STEP 1: Registration

  • Complete the online application (KOBO form).
  • Indicate your selected course and training provider (if you choose Path 1), or select the group training option.

STEP 2: Pre-selection

If you successfully pass the pre-selection stage, you will receive an invitation to an interview.

STEP 3: Interview

Attend the interview at the scheduled time with the local coordinator and career advisor.

STEP 4: Selection and agreement signing

Receive an email with the final selection decision and sign the agreement in accordance with the chosen training pathway and funding conditions.

STEP 5: Training

For Path 1:

  • Payment of 25% of the course cost (your contribution);
  • Submission of proof of payment;
  • Payment of 75% of the training cost, up to a maximum of UAH 15,785, covered by Caritas-Spes Ukraine;
  • Completion of the training;
  • Receipt of a certificate.

For Path 2:

  • Enrollment in a course at a TVET institution;
  • Completion of the training (tuition is paid directly to the institution);
  • Receipt of a diploma or certificate.

STEP 6: Completion and support

  • Participation in individual and group career consultations;
  • Receipt of a certificate/diploma;
  • Participation in surveys and monitoring activities;
  • Support in job search or starting a business;
  • Follow-up contact after 6 months to assess employment outcomes.

IMPORTANT TO KNOW

Participation in the TVET/Job Skills program is limited to one time only; It can be combined with other REMARKET components (e.g., business grants).
