WINTER — Cash Assistance for Winter Preparation for Vulnerable Households

The project is implemented with the financial support of Fondation Partage Luxembourg.

Project area: Mykolaiv and Kherson Oblasts.

Implementation period: 1.08.2025 - 31.05.2026

The WINTER project provides financial support to households affected by the war in Mykolaiv and Kherson Oblasts to help them prepare for the winter season.

Project goal:

To ensure safe and dignified living conditions for vulnerable households during the winter period.

Project objectives:

  • To provide financial assistance to vulnerable households affected by the war;
  • To support households in preparing for the winter season;
  • To help cover the costs of solid fuel and utility payments;
  • To contribute to ensuring safe and dignified living conditions during winter.

Types of assistance:

  • Cash assistance for the purchase of solid fuel (firewood, coal, briquettes);
  • Cash assistance for the payment of utility services (gas, electricity).

Each household receives assistance of up to 19,400 UAH.

Assistance includes:

  • Procurement of seeds, fertilizers, feed, and livestock;
  • Improvement of irrigation systems, repair or replacement of damaged agricultural equipment;
  • Rehabilitation of agricultural infrastructure, including warehouses, storage facilities, and barns.

How to apply:

1. Check the eligibility criteria
Priority is given to households affected by the war and with low income.

2. Submit an application
Complete the form and attach the required documents.

3. Wait for the selection results
The project team will review the information and inform you of the decision.

4. Receive assistance
If selected, the funds can be used to purchase fuel or pay for utility services.

Participant selection criteria:

Households that meet the following conditions are eligible to apply for the project.

Main requirements:

  • Households residing in Mykolaiv or Kherson Oblasts;
  • Households affected by the war;
  • In need of support to get through the winter period.

Priority categories:

  • Households living in war-affected areas;
  • Households that have not previously received similar assistance;
  • Households living in unheated or damaged homes;
  • Households with low income;
  • Large households (three or more children);
  • Households that include persons with disabilities;
  • Single-provider households;
  • Households with pregnant women or children under 3 years old;
  • Households with elderly persons (50+).

Important: Cash assistance is provided once per household within the winter season.
